Ukrainian peasants sent many complaints to the Association of Cattle Breeders of Ukraine. They report refusals to receive subsidies for the rearing of young cattle, according to the press service of AZhU.
In May of this year, the Association of Cattle Breeders of Ukraine received many emails and phone calls from individuals involved in the cultivation of cattle and their young in Ukraine. Complaints came from all over the country and contained the same message: structural departments of the regional state administrations unreasonably refuse to accept documents for peasants to receive subsidies for young cattle.
All owners of young animals have one common problem. In 2018, they received subsidies in the amount of UAH 1 thousand, but already this year when they received documents for subsidies for growing the same young livestock, they were refused. The reason employees of structural divisions of regional state administrations call the age of livestock. At the time of applying for subsidies, young animals turned 1 year old. However, the animals were not sold or moved to other farms.
We will analyze the specific situation that was mentioned above. The little girl was born in February 2018. At the time of submitting documents for the subsidy, in February 2019 she turned 12 months old.
Thus, in accordance with clause 9 of the Procedure, which was approved by the Cabinet of Ministers of Ukraine dated February 7, 2018 No. 107 (as amended by the Cabinet of Ministers of Ukraine dated January 30, 2019 No. 110), the person containing the aforementioned heifer had the legal right to submit documents for receiving of subsidies on May 1, 2019. The person exercised his right in February 2019. Of the information provided by the applicant, there were no legal grounds for refusing to receive subsidies for young animals, ”explained Yana Salmina, lawyer at AZhU.
In this situation, there is another point that also conflicts with the law. In particular, in the Information note of the Ministry of Agrarian Policy on subsidies for young animals posted on the official website of the Ministry of Agrarian Policy, despite the requirements of the Procedure approved by the Cabinet of Ministers of Ukraine dated February 7, 2018 No. 107 (as amended by the resolution of the Cabinet of Ministers of Ukraine dated January 30, 2019 No. 110) , it was determined that for young animals who turned 12 months old in December last year, documents are accepted until April 1 of the current year, if there is young animals on the farm at the time of filing the documents.
In this regard, the Association of Cattle Breeders of Ukraine sent an official letter to the Ministry of Agrarian Policy with a request to resolve the situation. The Association asked the Ministry of Agrarian Policy to check the structural units of the regional state administrations, as well as rural, township, city councils and councils of the united territorial communities regarding the legality of refusing individuals to receive subsidies for the maintenance of young cattle. In addition, livestock breeders have asked for explanatory work with these units in terms of subsidies for the maintenance of young cattle, said the head of the ALCU Irina Palamar.
